Idaho horsemen have cause for optimism after the Idaho State Racing Commission meeting on February 16. Mark Buckley, president of the Idaho Horsemen’s Benevolent and Protective Association (HBPA), told the Commission that efforts by the Idaho Horsemen’s Association (IHA) to decertify the HBPA as the recognized horsemen's representative have been dropped.

Attorney Vaughn Fisher, representing the IHA, confirmed Buckley’s assertion, stating that, “the IHA offers its unconditional support to the Idaho HPBA.”

Buckley also announced changes to the HBPA’s bylaws that would allow for two Idaho Thoroughbred Association board members and two Idaho Quarter Horse Association (Racing Division) board members to join the HBPA board.

Ada County Commissioner Sharon Ullman told the Commission that their lease agreement with Idaho Entertainment has been terminated. Idaho Entertainment signed the lease to Les Bois Park in 2009, but failed to conduct live racing in both 2009 and 2010. Ullman also outlined the Request for Proposal (RFP) process. "RFP No. 11-03, Les Bois Park Lease, Simulcast and Live Horse Racing Operator” is available online at the following web address:

A mandatory “pre-proposal conference” is scheduled for 10:00 a.m. on February 24. Completed RFPs are due back to the Ada County Commission by 4:00 p.m. on March 7.
